Everyone says child care supply is short.
The data tells a different story.
In 2018, a survey of 64 San Francisco providers found 118 infant/toddler vacancies that didn't exist in any official dataset. 32% of those providers couldn't even access the system to report openings.
KQED reported the same finding: 700 children on waiting lists while 1,000 spaces sat available.
Eight years later, in February 2026, a city supervisor asked the exact same question at a budget hearing. The system still had no answer.
The problem isn't supply. It's that existing supply is invisible in the data that drives decisions.
